Some institutions of the Karnataka government are functioning like a fruit behind the leaves. Behind the policies and statements made by the state government, the efforts of such institutions are hidden. Especially on the issues of environment – forest – ecosystem, the Karnataka government has formulated important policies. Will formulate them. Behind such policies, continuous research is hidden. Thus, instead of being like a fruit, the Environmental Management and Policy Research Institute works like a ripe fruit. In environmental circles, this institution is known as EMPRI in short.

An active politician, S. Krishna was the Chief Minister during the Congress government formed in the state of Karnataka from October 11, 1999 to May 28, 2004. As a result of his foresight, the Environmental Management and Policy Research Institute (EMPRI) was formed on September 17, 2002 under the Department of Forest, Ecology and Environment.
This institute mainly carries out applied and policy research. It helps the state government to formulate policies to solve the environmental problems of the state. In this direction, local administrative bodies i.e. municipalities, city councils and metropolitan corporations help in managing the local environment i.e. garbage segregation, disposal, processing etc. The role of the organization behind making policy statements related to forests and environment is immense.
Along with all this, it is trying to provide capacity building training. The services provided by the organization are helpful to the state government, industries and civil society in effectively protecting and managing natural resources.
Starting from the gram panchayats to the state government level, the administrative systems are helping to take timely and appropriate decisions on air, water, soil, minerals, forests, biodiversity.
Along with identifying the causes of air pollution and climate change, it is also suggesting solutions to them. The organization is also associated with national and international renowned organizations to enhance the quality of the research process undertaken.
The “Green Bhavan” building structure where the “EMPRI” office is located complements its objectives. It has been built including the ‘green building concept’. It has adopted rainwater harvesting techniques, use of renewable energy sources including solar energy, and adaptive climate design. All of these have significantly reduced the carbon footprint.
